C. CADETS ENROLLED IN <strong>CAP</strong> -- <strong>Cadets</strong> <strong>enrolled</strong> <strong>in</strong> <strong>Civil</strong> <strong>Air</strong> <strong>Patrol</strong> (<strong>CAP</strong>) and AFJROTC<br />

who use the same uniform for both activities may wear the <strong>CAP</strong> w<strong>in</strong>g patch on the right shoulder and<br />

the AFJROTC on the left shoulder.<br />

D. SCHOOL SHOULDER PATCH -- The SASI will approve and prescribe the wear of the<br />

school shoulder patch (currently not authorized, when / if designed and procured, all cadets will be<br />

required to wear them). The AFJROTC school patch takes precedence over the <strong>CAP</strong> w<strong>in</strong>g patch.<br />

Wear the patch on the right sleeve ~ to 1 <strong>in</strong>ch below the outer shoulder seam (See Attachments 5<br />

through 8). Two shoulder patches may be worn on all outer garments, except the ra<strong>in</strong>coat, overcoat,<br />

and all-weather coat.<br />

E. FLIGHT BADGES -- Flight Badges may be worn by any AFJROTC cadet who has<br />

qualified <strong>in</strong> an approved flight tra<strong>in</strong><strong>in</strong>g program and has provided adequate documentation to the<br />

SASI.<br />

1. Ground <strong>School</strong> Badge. Awarded for completion of the honors ground school<br />

curriculum option or completion of an aviation ground school program prescribed by the FAA.<br />

Seniors may wear the badge after the first grad<strong>in</strong>g period if they are receiv<strong>in</strong>g a pass<strong>in</strong>g grade.<br />

2. Flight Solo Badge. Awarded to any cadet possess<strong>in</strong>g a solo flight certificate signed<br />

by a FAA certified flight <strong>in</strong>structor for either powered or unpowered aircraft.<br />

3. Flight Certificate Badge. Awarded to any cadet who possesses a FAA flight<br />

exam<strong>in</strong>er pilot's certificate for either powered or unpowered aircraft.<br />

F. AWARENESS PRESENTATION TEAM BADGE Awarded for participation In an<br />

Awareness Presentation Team.<br />

G. KITTY HAWK AIR SOCIETY BADGE -- Awarded to cadets who are members of the<br />

Kitty Hawk <strong>Air</strong> Society.<br />

H. AMERICAN MODELING ASSOCIATION (AMA) WINGS -- Awarded to cadets who are<br />

members of a local AMA chartered model airplane club.<br />

I. DISTINGUISHED AFJROTC CADET BADGE -- This award recognizes the outstand<strong>in</strong>g<br />

Junior <strong>in</strong> the program (selection is made at the end of the junior year). The recipient must display<br />

outstand<strong>in</strong>g military potential, and ma<strong>in</strong>ta<strong>in</strong> consistent academic and military excellence. The<br />

recipient must also hold the Leadership, Achievement, Superior performance, Academic, Cocurricular<br />

activities leadership, and Service ribbons for selection:<br />

J. AEROSPACE EDUCATION FOUNDATION (AEF) ACADEMIC CADET AWARD--<br />

Awarded to ris<strong>in</strong>g Junior and Senior cadets for academic excellence as signified by atta<strong>in</strong><strong>in</strong>g an overall<br />

3.3 grade po<strong>in</strong>t average with no grade below "C" on their transcript and the recommendation of the<br />

SASI.<br />

K. MODEL ROCKETRY BADGE. Awarded to cadets who have fulfilled model rocketry<br />

program requirements.<br />

L. SHOULDER CORDS -- <strong>Cadets</strong> are authorized to wear one shoulder cord on the left<br />

shoulder. Shoulder cords may be worn on the short or long sleeve light blue shirts or the service dress<br />

coat. The follow<strong>in</strong>g colors denote positions or honors held:<br />

M. FIRST SERGEANT DEVICE -- Cadet Master Sergeants or above assigned to First<br />

Sergeant Duties are authorized to wear the active duty First Sergeant M<strong>in</strong>iature diamond. The First<br />

Sergeant device is centered directly above the m<strong>in</strong>iature metal chevron rank <strong>in</strong>signia. When no longer<br />

assigned First Sergeant duties, the cadet must remove the device from the AFJROTC uniform.<br />

5-6 RIBBONS AND MEDALS.<br />

A. RIBBONS OF OTHER SERVICES -- AFJROTC cadets are authorized to wear ribbons<br />

earned while <strong>enrolled</strong> <strong>in</strong> JROTC for other services. <strong>Cadets</strong> will wear AFJROTC ribbons ahead of<br />

other service JROTC ribbons or awards. Other services' ribbons are grouped by service <strong>in</strong> the<br />

follow<strong>in</strong>g order: Army, Navy, Mar<strong>in</strong>e Corps, and Coast Guard. Four <strong>Civil</strong> <strong>Air</strong> <strong>Patrol</strong> ribbons (General<br />

Carl Spaatz Award, Amelia Earhart Award, General Billy Mitchell Award and General J.F. Curry<br />

Achievement Award) may be worn on the AFJROTC uniform. All authorized ribbons must be worn<br />

when <strong>in</strong> service dress. Ribbons are optional on other uniform comb<strong>in</strong>ations but are encouraged to be<br />

worn. Ensure they do not become frayed or worn. Active duty, guard, reserve, Boy Scout, etc.,<br />

ribbons, metals and badges are not permitted on cadet uniforms.<br />

B. VALOR AWARDS -- Valor awards are worn ahead of other ribbons regardless of which<br />

JROTC awarded them, with AFJROTC first.<br />

C. REGULAR-SIZED MEDALS AND RIBBONS -- These may be worn simultaneously<br />

when authorized locally for formal, semiformal and special occasions. The rout<strong>in</strong>e wear of medals and<br />

ribbons (mixed) is prohibited. The order of precedence will be the same as for ribbons.<br />

D. AFJROTC NATIONAL AWARDS (<strong>in</strong> order of precedence)<br />

1. Gold and Silver Valor Awards -- Gold recognizes the most outstand<strong>in</strong>g<br />

voluntary acts of self-sacrifice and personal bravery by a cadet <strong>in</strong>volv<strong>in</strong>g conspicuous risk of life<br />

above and beyond the call of duty. Silver is awarded to a cadet for a voluntary act of heroism, which<br />

does not meet the risk-of-life requirements of the Gold Valor Award.<br />

2. Cadet Humanitarian Award -- recognizes humanitarian effort or performance<br />

by cadets <strong>in</strong>volv<strong>in</strong>g actions above and beyond the call of duty.<br />

3. <strong>Air</strong> Force Association Award -- The outstand<strong>in</strong>g Junior <strong>in</strong> the Corps. Ranks<br />

<strong>in</strong> the top 5% <strong>in</strong> their AS class, <strong>in</strong> the top 10% of their academic class<br />

4. Daedalian Award -- Outstand<strong>in</strong>g Junior. Demonstrates an understand<strong>in</strong>g and<br />

appreciation of patriotism, love of country, and service to the nation, <strong>in</strong>dicate the potential and desire<br />

to pursue a military career, rank <strong>in</strong> the top 10% of their AS class, the top 20% of their school class<br />

5. American Legion Scholastic Award -- Outstand<strong>in</strong>g Junior or Senior. Rank <strong>in</strong><br />

the top 25% of their AS class, 10% of the high school class, demonstrate leadership qualities, actively<br />

participate <strong>in</strong> student activities<br />

6. American Legion General Military Excellence Award -- Outstand<strong>in</strong>g Junior<br />

or Senior. Rank <strong>in</strong> the top 25% of their AFJROTC class, demonstrate outstand<strong>in</strong>g qualities <strong>in</strong> military<br />

leadership, discipl<strong>in</strong>e, character, and citizenship<br />

7. Daughters of the American Revolution Award -- -- Outstand<strong>in</strong>g Senior.<br />

Rank <strong>in</strong> the top 25% of their AS class, the top 25% of their high school class, demonstrate adherence<br />

to military discipl<strong>in</strong>e and patriotic understand<strong>in</strong>g of the importance of ROTC tra<strong>in</strong><strong>in</strong>g.<br />

8. American Veterans Award -- Any qualified cadet. A grade of "A" <strong>in</strong> their<br />

AS class, be <strong>in</strong> good scholastic stand<strong>in</strong>g <strong>in</strong> all classes; display positive attitude toward <strong>Air</strong> Force<br />

ROTC programs and service <strong>in</strong> the <strong>Air</strong> Force, outstand<strong>in</strong>g personal appearance (wear<strong>in</strong>g of the<br />

uniform, posture, and groom<strong>in</strong>g<br />

9. Reserve Officers Association Award -- Outstand<strong>in</strong>g Senior. Rank <strong>in</strong> the top<br />

10% of their AS class, outstand<strong>in</strong>g personal appearance (wear of the uniform, posture, and groom<strong>in</strong>g),<br />

attributes of <strong>in</strong>itiative, judgment, and self-confidence.<br />

10. The Military Order of World Wars Award -- Outstand<strong>in</strong>g Sophomore or<br />

Junior who has committed to cont<strong>in</strong>ue the aerospace science program the follow<strong>in</strong>g school year.<br />

Selection is based on outstand<strong>in</strong>g accomplishments or service to the JROTC unit.<br />

11. The Retired Officers Association Award -- Outstand<strong>in</strong>g Junior. Be <strong>in</strong> good<br />

academic stand<strong>in</strong>g, show a high order of loyalty to the unit, school, and country, and show exceptional<br />

potential for military leadership<br />

12. Veterans of Foreign Wars Award -- Outstand<strong>in</strong>g Junior or Senior. Atta<strong>in</strong> a<br />

grade of "B" <strong>in</strong> AFJROTC with an overall average grade of "C" <strong>in</strong> all subjects for the previous<br />

semester. Have outstand<strong>in</strong>g military bear<strong>in</strong>g and conduct, demonstrate patriotism (be<strong>in</strong>g a member of<br />

the color guard or drill team), demonstrate leadership potential, and be active <strong>in</strong> student activities<br />

13. National Sojourners Award -- Outstand<strong>in</strong>g Sophomore or Junior. Be <strong>in</strong> the<br />

top 25% of their academic class, encourage and demonstrate ideals of Americanism, demonstrate<br />

potential for outstand<strong>in</strong>g leadership<br />

14. Sons of the American Revolution Award -- Junior. Be <strong>in</strong> the top 10% of<br />

their AFJROTC class, the top 50% of their overall class. Exhibit a high degree ofleadership, military<br />

bear<strong>in</strong>g, and all-around excellence <strong>in</strong> AS studies<br />

15. Scottish Rite, Southern Jurisdiction Award -- Junior. Top 25% of class,<br />

contribute the most to encourage Americanism by participation <strong>in</strong> extracurricular activities or<br />

community projects.<br />

16. Military Order of the Purple Heart Award -- Junior or Senior. Atta<strong>in</strong> a<br />

grade of "B" or better <strong>in</strong> all subjects, hold a leadership position <strong>in</strong> the corps, be active <strong>in</strong> school and<br />

community affairs.<br />

17. <strong>Air</strong> Force Sergeant Association -- Junior or Senior. Be <strong>in</strong> the top 25% of<br />

the AFJROTC class; demonstrate outstand<strong>in</strong>g qualities <strong>in</strong> military leadership, discipl<strong>in</strong>e, character, and<br />

citizenship<br />

18. Noncommissioned Officers Association (NCOA) JROTC Award --<br />

recognizes the most outstand<strong>in</strong>g cadet Noncommissioned Officer <strong>in</strong> the unit.<br />

19. Tuskegee <strong>Air</strong>men Incorporated (TAl) AF JROTC Award -- sophomore or<br />

Junior. Atta<strong>in</strong> a grade of "B" or better <strong>in</strong> their AS class, are <strong>in</strong> good academic stand<strong>in</strong>g, Actively<br />

participate <strong>in</strong> cadet corps activities, Participate <strong>in</strong> at least 50% of all unit service programs<br />

E. AFROTC LOCAL AWARDS -- The follow<strong>in</strong>g awards are issued locally and are worn<br />

below national awards <strong>in</strong> the order of precedence. For that reason this document will cont<strong>in</strong>ue with the<br />

previous number<strong>in</strong>g system, pick<strong>in</strong>g up at number 20 <strong>in</strong> the order of precedence ..<br />

20. Outstand<strong>in</strong>g Cadet Ribbon -- Awarded annually to the s<strong>in</strong>gle outstand<strong>in</strong>g<br />

Sophomore, Junior and Senior. The recipient from each class must be of high moral character,<br />

demonstrate positive personal attributes, display outstand<strong>in</strong>g military potential, and atta<strong>in</strong> academic<br />

and military excellence.<br />

21. Leadership Ribbon -- Awarded for outstand<strong>in</strong>g performance <strong>in</strong> a position of<br />

leadership <strong>in</strong> corps tra<strong>in</strong><strong>in</strong>g activities. Limited to 5 percent of the corps leadership to ensure<br />

recognition of cadets who have consistently displayed outstand<strong>in</strong>g leadership ability above and beyond<br />

expected performance<br />

22. Achievement Ribbon -- Awarded for a significant achievement as deemed<br />

appropriate by the SASI. Limited to 5 percent of the cadet corps annually.<br />

23. Superior Performance Ribbon -- Awarded annually for outstand<strong>in</strong>g<br />

achievement or meritorious service for a s<strong>in</strong>gle or susta<strong>in</strong>ed performance of a superior nature. Limited<br />

to 10 percent of the cadet corps to ensure recognition of achievements and services which are clearly<br />

outstand<strong>in</strong>g and exceptional when compared to achievements and accomplishments of other cadets.<br />

24. Outstand<strong>in</strong>g Unit Ribbon -- Awarded to cadets <strong>enrolled</strong> dur<strong>in</strong>g the<br />

<strong>in</strong>spection when a unit's "outstand<strong>in</strong>g" rat<strong>in</strong>g is earned.<br />

25. Excellent Unit Award -- Awarded to cadets <strong>enrolled</strong> dur<strong>in</strong>g the <strong>in</strong>spection<br />

when a unit's "excellent" rat<strong>in</strong>g is earned.<br />

26. Academic Ribbon -- Awarded for academic excellence as signified by<br />

atta<strong>in</strong><strong>in</strong>g an overall grade po<strong>in</strong>t average of at least "B" for one academic term, <strong>in</strong> addition to an "A"<br />

average <strong>in</strong> AFJROTC.<br />

27. Outstand<strong>in</strong>g Flight Ribbon -- Awarded each academic term to members of<br />

the outstand<strong>in</strong>g flight under criteria determ<strong>in</strong>ed by the SASI<br />

28. Summer Leadership <strong>School</strong> Ribbon -- Awarded for completion of an<br />

approved leadership school program of at least 5 days duration. Add a silver star for outstand<strong>in</strong>g<br />

performance or leadership ability at a Leadership <strong>School</strong>.<br />

29. Drill Competition Ribbon -- Awarded to drill team members for "plac<strong>in</strong>g"<br />

<strong>in</strong> an <strong>Air</strong> Force or Jo<strong>in</strong>t Service drill meet.<br />

30. Orienteer<strong>in</strong>g Competition -- Awarded to team members for "plac<strong>in</strong>g" <strong>in</strong> an<br />

cocurricular activities (such as d<strong>in</strong><strong>in</strong>g-<strong>in</strong> chairperson, military ball chairperson, etc.). The recipient<br />

must have demonstrated exceptional leadership <strong>in</strong> achiev<strong>in</strong>g objectives through the coord<strong>in</strong>ated efforts<br />

of others.<br />

32. Service Ribbon with Drill Team Bar (Bronze) -- Awarded for dist<strong>in</strong>guished<br />

participation <strong>in</strong> at least 75 percent of all scheduled drill team events. It is awarded once and worn on<br />

the Service Ribbon.<br />

33. Service Ribbon with Color Guard Bar (Bronze) -- Awarded for<br />

dist<strong>in</strong>guished participation <strong>in</strong> at least 75 percent of all scheduled color guard events. It is awarded<br />

once and worn on the Service Ribbon.<br />

34. Service Ribbon with Saber Team Bar (Bronze). Awarded for dist<strong>in</strong>guished<br />

participation <strong>in</strong> at least 75 percent of all scheduled saber team events. It is awarded once and worn on<br />

the Service Ribbon.<br />

35. Service Ribbon. Awarded for dist<strong>in</strong>ctive performance <strong>in</strong> school,<br />

community, or AFJROTC service projects. Limit to members whose active participation <strong>in</strong> a service<br />

project contributed significantly to the goals of the organization. If a cadet has qualified for the Drill<br />

Team, Color Guard, and Saber Team bars, and qualifies for the service ribbon, the cadet may wear a<br />

total of four ribbons <strong>in</strong> the appropriate order<br />

36. Longevity Ribbon -- Awarded for completion of each AS year<br />

37. Physical Fitness Ribbon -- Awarded for susta<strong>in</strong>ed participation <strong>in</strong> a locally<br />

developed physical fitness program. The SASI awards this ribbon based on locally developed criteria<br />

38. Recruit<strong>in</strong>g Ribbon -- Awarded for outstand<strong>in</strong>g effort <strong>in</strong> support of recruit<strong>in</strong>g<br />

activities. Limited to 10 percent of the cadet corps each year under locally developed criteria.<br />

39. Activities Ribbon -- Awarded for participation <strong>in</strong> cocurricular competitive<br />

activities (drill meets, color guard competitions, parades, rocket meets, academic meets, etc.). The<br />

SASI awards this ribbon us<strong>in</strong>g locally developed criteria.<br />

40. Attendance Ribbon -- Awarded to cadets with no more than 4 excused<br />

absences and no unexcused absences <strong>in</strong> an academic term.<br />

41. Good Conduct Ribbon -- Awarded to cadets with no suspensions of any<br />

k<strong>in</strong>d, no adverse reports from other staff or faculty <strong>in</strong> an academic term.<br />

42. Dress and Appearance Ribbon -- Awarded for wear<strong>in</strong>g uniform on all<br />

designated uniform days and conform<strong>in</strong>g with all AFJROTC dress and appearance standards. Limited<br />

to 25% of the cadet corps.<br />

5-7 INSIGNIA AND UNIFORM ILLUSTRATIONS.<br />

CHAPTER<br />

6 - CADET EVALUATIONS<br />

6-1 INSTRUCTOR COUNSELING.<br />

The SASI and lor ASI will privately counsel each cadet at least once each term dur<strong>in</strong>g the school<br />

year. The Counsel<strong>in</strong>g Form, Figure 6-1, will be used, and a copy will be filed <strong>in</strong> the Cadet's personnel<br />

folder.<br />

6-2 AFJROTC LEADERSHIP RATING.<br />

A. Each academic term as m<strong>in</strong>imum cadets <strong>in</strong> leadership positions will rate their subord<strong>in</strong>ates<br />

for possible advancement <strong>in</strong> rank andlor position. The form, AFJROTC Leadership Rat<strong>in</strong>g will be<br />

used for these evaluations. The cadet evaluation system:<br />

1. Documents performance for cadet promotions, awards, and job assignments<br />

2. Teaches cadets how to evaluate and provide feedback<br />

3. Introduces all cadets to ajob evaluation system.<br />

B. <strong>Cadets</strong> be<strong>in</strong>g rated will review the report and sign it. A cadet's signature does not show<br />

agreement or disagreement with the report, only that they have reviewed the document. If the cadet<br />

does not agree with any part of the report, they should identify their reason <strong>in</strong> writ<strong>in</strong>g and forward it to<br />

the next higher <strong>in</strong>dividual <strong>in</strong> their cadet cha<strong>in</strong> of command. This cadet will <strong>in</strong>dicate their agreement or<br />

disagreement with the appeal and forward it to follow<strong>in</strong>g levels of review until it reaches the f<strong>in</strong>al<br />

review authority, the SASI, who will notify the cadet of any action on their appeal.<br />

C. All evaluations will be <strong>in</strong>dorsed by the next higher official above the evaluator and all<br />

evaluations will be reviewed by the SASII ASI. These forms will be used primarily for endorsement of<br />

higher rank, and <strong>in</strong> Cadet Boards. The Cadet Personnel Officer is responsible for the privacy and<br />

safekeep<strong>in</strong>g of the AFJROTC Leadership Rat<strong>in</strong>g forms.<br />

D. The Cadet Squadron Commander will be evaluated by the SASI.<br />

6-3 CADET BOARDS.<br />

A. The SASI may appo<strong>in</strong>t a board of cadet officers to determ<strong>in</strong>e any number of issues <strong>in</strong>ternal to<br />

the corps. Some issues typically resolved by cadet boards are:<br />

1. Cadet Discipl<strong>in</strong>ary Action Board (<strong>CD</strong>AB) -- this board is used to determ<strong>in</strong>e if cadets<br />

require discipl<strong>in</strong>ary action for transgressions such as failure to ma<strong>in</strong>ta<strong>in</strong> satisfactory appearance and/or<br />

meet standards of good conduct. See Para 3-5.<br />

2. Promotion Boards -- A board may be used to screen cadets for promotion. Command<br />

and staff positions and rank will be determ<strong>in</strong>ed by the SASI.<br />

3. Awards Board -- Select cadets for outstand<strong>in</strong>g accomplishments <strong>in</strong> the areas of<br />

academic achievements, leadership and other applicable areas of achievement.<br />

B. The SASI or ASI will normally be present dur<strong>in</strong>g cadet boards to offer advice and to assure<br />

proper procedures are followed. F<strong>in</strong>d<strong>in</strong>gs and recommendations of cadet boards are always subject to<br />

approval by the SASI and will serve only as a basis for further action by the SASI. All cadet boards<br />

will be properly documented and reports will follow formats provided by the AS!.<br />

CHAPTER 7 - ACTIVITIES<br />

7-1. AFJROTC OFF CAMPUS (COCURRICULAR) ACTIVITIES.<br />

A. Cocurricular Activities are functions planned by the cadets and serve to augment AFJROTC<br />

classroom and leadership education requirements. They re<strong>in</strong>force portions of the Aerospace and<br />

Leadership Education objectives. For example, a Military Ball not only serves to stimulate cadet esprit<br />

de corps but also provides experience <strong>in</strong> <strong>Air</strong> Force traditions. Other examples are:<br />

1. Drill Teams<br />

2. Newsletters<br />

3. Community Service Projects<br />

4. Physical Fitness teams<br />

5. Corps Gather<strong>in</strong>gs (Christmas Party, picnic, etc.)<br />

B. A Curriculum-<strong>in</strong>-Action trip is a field trip conducted to further cadets understand<strong>in</strong>g of the<br />

military environment. These trips may be to military <strong>in</strong>stallations, museums, etc. All CIA trips are<br />

school activities -- to participate a cadet must meet all school requirements and have parental consent<br />

forms completed. Typically the Corps will conduct a large trip <strong>in</strong> the spr<strong>in</strong>g -- for the spr<strong>in</strong>g field trip<br />

a 2.0 GPA and no school failures is required.<br />

C. The SASI / ASI are responsible for the supervision and control of these activities and will<br />

<strong>in</strong>sure that cadet behavior is above reproach. Disorderly or unbecom<strong>in</strong>g conduct by cadets will not be<br />

tolerated. Guidel<strong>in</strong>es and requirements will be developed by the cadets, SASIIASI and school<br />

authorities (see Student Handbook) for all off campus activities. <strong>Cadets</strong> must meet school<br />

requirements and be approved by the SASI and ASI <strong>in</strong> order to participate.<br />

7-2. FUND RAISING<br />

A. Fund rais<strong>in</strong>g activities are essential to the unit and are conducted for a number of projects.<br />

All such activities will conform to local ord<strong>in</strong>ances and school policies. Any solicitation on a military<br />

<strong>in</strong>stallation must be approved by the Installation Commander and conducted <strong>in</strong> the manner prescribed<br />

by that authority. The SASI will determ<strong>in</strong>e the appropriateness of the cadet wear<strong>in</strong>g the uniform while<br />

participat<strong>in</strong>g <strong>in</strong> fund rais<strong>in</strong>g activities.<br />

B. The unit enjoys some f<strong>in</strong>ancial support from community organizations who provide awards,<br />

equipment and material not funded by the school or the <strong>Air</strong> Force. These organizations may also pay<br />

for meals for perform<strong>in</strong>g cadets, or make a donation to the AFJROTC Activity Fund as an honorarium<br />

<strong>in</strong> recognition of cadet services rendered. Typically, however, no cadet activity is completely funded<br />

by either the school, the <strong>Air</strong> Force or outside organizations. For this reason, cadets are required to<br />

raise funds dur<strong>in</strong>g the school year as fulfillment of an obligation to the unit. <strong>Cadets</strong> not participat<strong>in</strong>g <strong>in</strong><br />

appropriate fund rais<strong>in</strong>g activities will be required to pay their own way if they wish to participate <strong>in</strong><br />

cocurricular activities, field trips, etc.<br />

C. Donations, car washes, stadium clean-ups, work<strong>in</strong>g at sport<strong>in</strong>g events and the sale of<br />

approved items are some sources of <strong>in</strong>come used by the Corps <strong>in</strong> recent years. Any and all funds<br />

raised by the cadets through authorized activities must be turned <strong>in</strong> to cadet officials, SASIIASI and<br />

school officials <strong>in</strong> turn. ANY PERSONAL USE OF FUNDS RAISED IS STRICTLY PROHIBITED.<br />

7-3 AFJROTC RECRUITING<br />

A. Each Spr<strong>in</strong>g Semester (February or March) the school conducts a orientation course for<br />

<strong>in</strong>com<strong>in</strong>g Sophomores. This "Carousel of Courses" established by the CHS Director of Guidance <strong>in</strong><br />

coord<strong>in</strong>ation with Gattis, Yucca and Marshall Junior <strong>High</strong> <strong>School</strong>s is the primary recruit<strong>in</strong>g platform<br />

for AFJROTC. The SASI will select 5 t07 outstand<strong>in</strong>g cadets to represent the Corps dur<strong>in</strong>g this day.<br />

The cadets will establish and man a table, build a presentation on AFJROTC (<strong>in</strong>clud<strong>in</strong>g a cadet<br />

prepared video) to provide prospective recruits an understand<strong>in</strong>g of what the corps is all about.<br />

B. All n<strong>in</strong>th grade students who register for AFJROTC will be sent a welcome letter, which<br />

will <strong>in</strong>vite them to the voluntary JROTC summer orientation program conducted prior to the fall<br />

semester.<br />

7-4 AFJROTC DRILL TEAMS<br />

A. The Wildcat Corps ma<strong>in</strong>ta<strong>in</strong>s a march<strong>in</strong>g Drill Team that competes with other units<br />

throughout New Mexico and west Texas. At the time of this pr<strong>in</strong>t<strong>in</strong>g, the team is an unarmed, mixed<br />

(conta<strong>in</strong>s both male and female cadets) unit made up of cadet volunteers. Typically the team practices<br />

after school two to three days each week and competes on average one weekend a month dur<strong>in</strong>g the<br />

school year. The drill team also presents the historic flags of the United States <strong>in</strong> ceremonies through<br />

out the local area as the Historic Flag Ceremonial Team. Cost for transportation, extra uniform items,<br />

etc., is provided by the Corps. Outstand<strong>in</strong>g cadets <strong>in</strong>terested <strong>in</strong> jo<strong>in</strong><strong>in</strong>g the team should contact the<br />

Drill Team Commander to get additional <strong>in</strong>formation.<br />

B. At the time of this pr<strong>in</strong>t<strong>in</strong>g, the Corps has ordered de-militarized M-l carb<strong>in</strong>e rifles with the<br />

<strong>in</strong>tent of form<strong>in</strong>g an armed drill team. Members of the Wildcat Armed Drill Team will be selected<br />

from the ranks of the unarmed drill team. See the Drill Team commander for details.<br />

7-5 AFJROTC HONOR GUARD<br />

The Wildcat Corps ma<strong>in</strong>ta<strong>in</strong>s an Honor Guard to provide ceremonial duties for the Corps and<br />

the school. The team is unarmed (other than simulated rifles), mixed (conta<strong>in</strong>s both male and female<br />

cadets) and made of cadet volunteers. Additionally, members of the Honor Guard are responsible for<br />

present<strong>in</strong>g and post<strong>in</strong>g the National, State, and/or <strong>Air</strong> Force flags on a regular basis as part of a Color<br />

Guard detail. Color Guard details are requested by many organizations through out the local area and<br />

give cadets experience <strong>in</strong> honor<strong>in</strong>g the flags of the nation and state. Color Guard details compete with<br />

other units throughout New Mexico and west Texas <strong>in</strong> male, female, and mixed categories. Typically<br />

the team practices after school two to three days each week and competes on average one weekend a<br />

month dur<strong>in</strong>g the school year. Cost for transportation, extra uniform items, etc., is picked up by the<br />

Corps. All cadets <strong>in</strong>terested <strong>in</strong> participation on the team need to discuss their <strong>in</strong>tent with the Honor<br />

7-6 AFJROTC KITTY HAWK NATIONAL HONOR SOCIETY<br />

Kitty Hawk is a AFJROTC National Honor Society designed to recognize academic excellence<br />

<strong>in</strong> the Corps. Clovis <strong>High</strong> <strong>School</strong> AFJROTC Junior and Senior cadets may be <strong>in</strong>vited to jo<strong>in</strong> the honor<br />

society if they meet a number of requirements of the unit. These requirements <strong>in</strong>clude (not all<br />

<strong>in</strong>clusive), ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g an "A" average <strong>in</strong> JROTC and an overall 3.0 GPA <strong>in</strong> the rema<strong>in</strong>der of all<br />

courses. Members are authorized to wear dist<strong>in</strong>ctive Honor Society badges and ropes on their uniform.<br />

The Kitty Hawk Commander will provide additional <strong>in</strong>formation to <strong>in</strong>terested cadets.<br />

7-7 AFJROTC MODEL ROCKETRY CLUB<br />

One of the newest programs established <strong>in</strong> the Corps is the AFJROTC Rocketry program. The<br />

rocketry "club" is based solely on volunteers and is composed of 2 portions: the classroom program<br />

teach<strong>in</strong>g basic rocketry, and the actual launch<strong>in</strong>g of the model rockets assembled by the cadets.<br />

Specific positions are held by cadets <strong>in</strong> the rocketry program <strong>in</strong> order to make sure cadets are safe and<br />

are learn<strong>in</strong>g what is needed when deal<strong>in</strong>g with rockets. After the successful completion of<br />

requirements set up by the Rocketry Commander, the dist<strong>in</strong>ctive rocketry badge will be awarded to the<br />

cadets. The Rocketry Commander will provide additional <strong>in</strong>formation to <strong>in</strong>terested cadets.<br />

CHAPTER<br />

8 - THE CORPS STRUCTURE<br />

8-1 JOB DESCRIPTIONS. These job descriptions are not all <strong>in</strong>clusive, but should serve as a<br />

guide for beg<strong>in</strong>ners <strong>in</strong> the <strong>in</strong>dividual positions. Any cadet hold<strong>in</strong>g a position <strong>in</strong> the Corps is<br />

responsible to set the best example to fellow cadets <strong>in</strong> uniform wear, appearance deportment and<br />

participation. <strong>Cadets</strong> <strong>in</strong> these leadership positions are directly responsible for discipl<strong>in</strong>e and proper<br />

tra<strong>in</strong><strong>in</strong>g of fellow cadets. Additionally all cadets should be prepared to perform the duties assigned<br />

to their immediate superior officers <strong>in</strong> the Corps cha<strong>in</strong> of command. As a guide:<br />

A. GROUP COMMANDER (GP/CC) will:<br />

1. Ma<strong>in</strong>ta<strong>in</strong> proper command and control of the Cadet Group us<strong>in</strong>g staff members and<br />

subord<strong>in</strong>ate commanders.<br />

2. Assist SASI <strong>in</strong> decisions concern<strong>in</strong>g the Cadet Group <strong>in</strong>clud<strong>in</strong>g staff selections,<br />

promotions and demotions.<br />

3. Insure proper appearance, discipl<strong>in</strong>e, efficiency, tra<strong>in</strong><strong>in</strong>g and conduct with<strong>in</strong> the<br />

Group. Inspect each function.<br />

4. Insure all members have the opportunity to develop leadership abilities.<br />

5. Recommend to the SASI conven<strong>in</strong>g cadet boards as required.<br />

6. Establish goals for the Group, subord<strong>in</strong>ate commanders, staff, and other cadets.<br />

7. Manage the cadet staff and ensure goals are met.<br />

8. Coord<strong>in</strong>ate <strong>in</strong>structions from SASIIASI with appropriate cadet staff members.<br />

9. Perform other duties as directed by the SASIIAS!.<br />

B. DEPUTY GROUP COMMANDER (GP/DC) will:<br />

l. Assume command of the Cadet Group <strong>in</strong> absence of the GP/CC.<br />

2. Assist the GP/CC <strong>in</strong> all hislher responsibilities, when appropriate.<br />

3. Prepare and submit to the GP/CC evaluations on subord<strong>in</strong>ate commanders.<br />

4. Coord<strong>in</strong>ate Squadron Commander activities.<br />

5. Preside as senior member of cadet promotion boards and <strong>CD</strong>AB.<br />

6. Establish committees as necessary by assign<strong>in</strong>g cadets, outl<strong>in</strong><strong>in</strong>g duties, establish<strong>in</strong>g<br />

suspense dates and monitor<strong>in</strong>g committee progress.<br />

7. Ma<strong>in</strong>ta<strong>in</strong> regular contact with Support Squadron Commander and ASI on the budget<br />

of funds for AFJROTC Cocurricular Activities.<br />

8. Provide overall supervision for Specialty Teams, Honor Guard and squadron sports<br />

activities. Regulate teams and Color Guard's meet<strong>in</strong>gs.<br />

9. Keep the GP/CC <strong>in</strong>formed of all activities.<br />

C. DRILL TEAM I RIFLE TEAM COMMANDER (DT/CC) will:<br />

1. Tra<strong>in</strong> a drill team <strong>in</strong> demonstration and competition drill rout<strong>in</strong>es.<br />

5. Conduct regular practices I meet<strong>in</strong>gs -- ma<strong>in</strong>ta<strong>in</strong> roll sheet of meet<strong>in</strong>gs I activities to<br />

ensure proper issue of Drill Team ribbon.<br />

Commander based on <strong>in</strong>puts from cadets and liaison between the corps and the staff.<br />

2. Advise the GP/CC on problems with the corps and possible solutions.<br />

3. Perform duties as assigned by the GP/CC and/or SASI/ASI.<br />

F. OPERATIONAL (Active / Reserve) SQUADRON COMMANDER (SQ/CC) will:<br />

1. Ma<strong>in</strong>ta<strong>in</strong> proper command, control and discipl<strong>in</strong>e of Flights under their command<br />

2. Assume command of the Cadet Group <strong>in</strong> absence of the GP/CC and GP/<strong>CD</strong><br />

3. Ensure all flights are tra<strong>in</strong>ed and are operat<strong>in</strong>g <strong>in</strong> accordance with directives of the<br />

SASI/ ASI and Group leadership.<br />

4. Assign cadets from their squadron for all JROTC functions -- ma<strong>in</strong>ta<strong>in</strong> attendance<br />

sheets denot<strong>in</strong>g participation<br />

5. Assist ASI <strong>in</strong> schedul<strong>in</strong>g extracurricular activities.<br />

G. SQUADRON FIRST SERGEANT (lstSgt) will:<br />

1. Assist SQ/CC <strong>in</strong> tra<strong>in</strong><strong>in</strong>g and general supervision of Cadet NCO's and <strong>Air</strong>men,<br />

particularly <strong>in</strong> "out-of-class situations.<br />

2. Support the SASI/ ASI <strong>in</strong> leadership tra<strong>in</strong><strong>in</strong>g<br />

3. Follow up on decisions of cadet boards concern<strong>in</strong>g discipl<strong>in</strong>e.<br />

4. Ma<strong>in</strong>ta<strong>in</strong> discipl<strong>in</strong>e among cadets.<br />

conduct of cadets.<br />

3. Lead and direct flight activities when an <strong>in</strong>structor is not <strong>in</strong> direct control of the<br />

flight (get the flight ready for class; conduct essential flight bus<strong>in</strong>ess).<br />

4. Advise the SQ/CC of discipl<strong>in</strong>e problems that can affect cadet squadron efficiency.<br />

5. Appo<strong>in</strong>t responsible people to serve as flight representatives on squadron staff<br />

agencies.<br />

6. Tra<strong>in</strong> the Flight Sergeant <strong>in</strong> the duties and responsibilities of this position.<br />

I. FLIGHT SERGEANT (FS) will:<br />

1. Assist the Flight Commander with reports, records and attendance.<br />

2. Ensure the Flight properly forms for leadership tra<strong>in</strong><strong>in</strong>g.<br />

3. Prepare cadets for <strong>in</strong>spection; record<strong>in</strong>g merits/demerits for the Flt/CC.<br />

4. Assist <strong>in</strong> the tra<strong>in</strong><strong>in</strong>g of cadets <strong>in</strong> drill and ceremonies.<br />

5. Supervise cadet staff specialists <strong>in</strong> their flight activities.<br />

6. Take charge of the flight <strong>in</strong> the absence of the commander and <strong>in</strong>structors<br />

J. FLIGHT GUIDON (FG) will:<br />

1. Assist the Flight Commander and Flight Sgt <strong>in</strong> Flight functions.<br />

2. Ensure that the flight is march<strong>in</strong>g properly and <strong>in</strong> cadence with the proper step<br />

length and steps per m<strong>in</strong>ute.<br />

3. Learn the jobs of the Flight Commander and the Flight Sgt to be prepared <strong>in</strong> case of<br />

absence and for future leadership positions.<br />

K. ELEMENT LEADER (EL) will:<br />

1. Assist commander / flight sergeant <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g proper discipl<strong>in</strong>e with<strong>in</strong> the<br />

element.<br />

2. Assist <strong>in</strong>structors by pass<strong>in</strong>g out and pick<strong>in</strong>g up assignments, tests, etc.<br />

3. Report attendance to Cadet Flight Sergeant.<br />

L. SUPPORT SQUADRON COMMANDER (SPT SQ/CC) will:<br />

1. Report directly to Group Commander, directly supervise Logistics, Personnel, and<br />

Information Management Officers.<br />

2. Oversee all staff agencies (F<strong>in</strong>ance, Weather, Public Affairs, etc). Regulate<br />

agencies' meet<strong>in</strong>gs.<br />

3. Ma<strong>in</strong>ta<strong>in</strong> bullet<strong>in</strong> boards, post current and correct squadron correspondence,<br />

leadership tra<strong>in</strong><strong>in</strong>g and special function notices.<br />

4. Ma<strong>in</strong>ta<strong>in</strong> the Group cont<strong>in</strong>uity files.<br />

5. Ma<strong>in</strong>ta<strong>in</strong> and update all cadet directives (e.g. Cadet Guide).<br />

M. INFORMATION MANAGEMENT OFFICER (1M) (formally Adm<strong>in</strong>) will:<br />

1. Report directly to Support Squadron Commander, and directly supervise Public<br />

Affairs, Data Systems, and Historian flight chiefs.<br />

2. Ensure proper publish<strong>in</strong>g, authenticat<strong>in</strong>g, distribut<strong>in</strong>g and fil<strong>in</strong>g of all adm<strong>in</strong>istrative<br />

publication of the Group.<br />

3. Keep m<strong>in</strong>utes of Squadron staff meet<strong>in</strong>gs.<br />

4. Ma<strong>in</strong>ta<strong>in</strong> Group files (other than Personnel folders).<br />

5. Assist <strong>in</strong> the preparation of awards, decorations, citations etc.<br />

6. File correspondence, screen for obsolete material and coord<strong>in</strong>ate with ASI <strong>in</strong><br />

destruction.<br />

7. Assist other staff members <strong>in</strong> mak<strong>in</strong>g and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g rosters, lists, forms, etc.<br />

8. Insure copies of all directives and publications are available.<br />

9. Ma<strong>in</strong>ta<strong>in</strong> the bullet<strong>in</strong> board, ensure accuracy of the master calendar.<br />

10. Tra<strong>in</strong> an NCOIC <strong>in</strong> the duties and responsibilities of this staff position.<br />

N. PERSONNEL OFFICER (PER) will:<br />

1. Report directly to Support Squadron Commander, and directly supervise Athletics,<br />

Safety and Chapla<strong>in</strong><br />

2. Establish records on newly assigned cadets.<br />

3. Ma<strong>in</strong>ta<strong>in</strong> an accurate record of each cadet's activities and achievements; post the<br />

Cadet Personnel Record; file special orders, counsel<strong>in</strong>g forms and other documents.<br />

4. Ma<strong>in</strong>ta<strong>in</strong> accurate rosters (telephone, rank, recommendations for promotions, etc.).<br />

5. Insure privacy and safekeep<strong>in</strong>g of AFJROTC Leadership Rat<strong>in</strong>g forms<br />

6. Fil<strong>in</strong>g merits, demerits Reply by Indorsements (RBI's), etc<br />

7. Ma<strong>in</strong>ta<strong>in</strong> attendance records for staff meet<strong>in</strong>gs, brief<strong>in</strong>gs, and special functions.<br />

O. LOGISTICS OFFICER (LG) will:<br />

2. Assist the ASI to receive, issue and account for all uniform items and equipment.<br />

3. Assist the ASI <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g supply records and conduct<strong>in</strong>g <strong>in</strong>ventories per<br />

AFJROTCI23-1.<br />

4. Organize and supervise issue, ma<strong>in</strong>tenance, repair and clean<strong>in</strong>g of AFJROTC<br />

facilities, uniforms and equipment.<br />

5. Assist <strong>in</strong> the storage of surplus materials and equipment.<br />

6. Ma<strong>in</strong>ta<strong>in</strong> supply room <strong>in</strong> clean / orderly appearance<br />

7. Tra<strong>in</strong> an NCOIC <strong>in</strong> the duties and responsibilities of this staff position.<br />

P. FINANCE FLIGHT CHIEF (FIN) will:<br />

1. Report directly to Logistics Officer.<br />

2. Assist SASII ASI <strong>in</strong> establish<strong>in</strong>g f<strong>in</strong>ancial procedures and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g cadet fund.<br />

3. Assist <strong>in</strong> plann<strong>in</strong>g, organiz<strong>in</strong>g, controll<strong>in</strong>g and coord<strong>in</strong>at<strong>in</strong>g unit funds.<br />

2. Provide unit publicity to headquarters AFJROTC, Maxwell AFB after coord<strong>in</strong>ation<br />

with SASI/ASI.<br />

CLOVIS NEWS-JOURNAL on items perta<strong>in</strong><strong>in</strong>g to the unit.<br />

4. Publish a cadet squadron newsletter.<br />

5. Develop and ma<strong>in</strong>ta<strong>in</strong> picture boards of ongo<strong>in</strong>g unit activities.<br />

6. Ensure publicity concern<strong>in</strong>g the cadet group is provided to teachers and non-<br />

AFJROTC students.<br />

R. DATA SYSTEMS FLIGHT CHIEF (DS) will:<br />
