Honorable Muhammad Nawaz Sharif October 4, 2013
Prime Minister of Islamic Republic of Pakistan
Subject: REORGANIZATION OF THE SYSTEM OF LOCAL GOVERNMENT
As was pointed out in my letter titled “solving issues by introducing sub-system into system and
supra system” of June 7, 2013, thirty years of the prevailing electoral system have resulted in the
division of the nation amongst half a dozen regional/linguistic political parties along with a
number of pressure groups including terrorist organizations.
This is evident from the capture, in the May, 2013 elections, of Punjab by the Punjabi-led
PMLN, of Sindh by the Sindhi leadership of the PPP, of the KPK by an unholy alliance of PTI/JI
and of Baluchistan, with the blessings of the PMLN, by a Baloch leader reflective, in most cases,
of the self perpetuating interest of hereditary political parties.
The PMLN, the PPP, the PTI, the MQM, the JUI and the ANP are essentially proprietary parties
owned by a single person/family and neither are corruption, poverty and terrorism major issues
for them, nor do they have any solution for such irritants. Their one-point agenda is to keep
winning elections by hook or by crook and they are always prepared, for maintaining the
electoral status quo, at the cost of nation, to join hands with any electable candidate and to
guarantee him a share in the spoils of government.
While, on the one hand, our political structure, based in the village and the town inherited from
the British colonial period, reserves sovereign power for the feudal lords and the capitalists (and,
by evil evolution, for strong militant groups), on the other, our society fiber is based on
ISLAMIC IDELOGY evolved through the Masjid and the Madrisah.
Your attention is, in this context, drawn to paras 4 & 5, reproduced below, of the Preamble to the
1973 constitution:
Wherein the principles of democracy, freedom, equality, tolerance and social
justice, as enunciated by Islam, shall be fully observed;
Wherein the Muslims shall be enabled to order their lives in the individual and
collective spheres in accordance with the teachings and requirements of Islam as set out in
the Holy Quran and Sunnah.”
WĂŐĞ Ϯ ŽĨ ϭϱ
It need not be stated that the two kinds of principles are poles apart from each other, admitting
little room to move forward with conflicting systems because moving forward requires, nay
demands, compatibility of the political system with the societal fiber.
As far as the role, over the menace of terrorism, of sovereign authority is concerned, you may
like to seek guidance, in connection with the foregoing para-5 of the Preamble, to the following
Quranic edict:
O you have believed, obey Allah and obey the Messenger and those in authority among you. And
if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah
and the Last Day. That is the best [way] and best in result.(4:59)
You are authority, but majority dispute over electoral system. So as per Quranic edict we refer
this case to Allah and His Rasool and ask you!
1. Please cite a Quranic/Sunnah edict which allows multiparty system in Muslim
Ummah to govern the Muslim state.
2. Please cite a Quranic/Sunnah edict which confirms style of Government based
on trichotomy of power (legislature, judiciary and executive).
3. Please cite a Quranic/Sunnah edict which allows a party or candidate to present
Himself as the leader of Muslims and secure votes on the basis of hopes and
Promises (which hopes turn out to be false and which promises are neither meant
To be, nor are ever, fulfilled).
The above questions about the status, in terms of the Holy Quran/Sunnah, of the current political
practices have for some time been agitating many thinking minds in the Muslim Ummah: If,
therefore, you could kindly ponder the same for a few minutes and provide a response,
WĂŐĞ ϯ ŽĨ ϭϱ
In the meantime, I will request you to please have a look at following proposal and use your
good offices and join hands together to establish a national institutional style government like
prophet tried to do as per Quranic edicts.
Allah’s mercy is all embracing: Despair not: Seek it before it is too late.

The Caliphate evolved as a form of government through the monotheistic supra system in the
tribal-cum-agriculture society when it was preparing to transform into a completely agriculture
society. The achievement of economic growth and the introduction of systematic taxation and
human rights endeared the caliphate to everyone, resulting in the disillusionment the world over
with all other forms of government. As a result, the Muslim caliphs, amirs, sultans and rulers
conquered major countries and continued to play a leading role in the world till the 18th century.
Conditions in the 17th century required that the caliphate and agriculture society introduce
reforms for the mechanization of agriculture and for the transformation, into professional
institutions, of tribal trades and skills. What was desirable in the new century was that neither
furniture should henceforth be made by carpenter families at their homes nor, similarly,
agriculture tools designed by blacksmith families. Instead, the need of the time was that proper
industries should be established for these and similar other purposes so that the production of
goods and services was weaned away from the monopoly of the tribe and family.
However, the Muslim rulers of the 17th century tried to block the evolution of modern industry
and institutions inured to the benefit of the general public and, instead, continued to practice
imperialism which was compatible neither with the evolving reality nor with the changing
mentality of the time. As a result, the 19th century saw the demise of Muslim power from the
world stage.
WĂŐĞ ϰ ŽĨ ϭϱ
At this time, the British kingship not only established, but also encouraged and promoted the
emergence of industry and other institutions which enhanced the West’s role and prestige in the
world at large and led to the emergence, through the polytheistic supra system, of the democratic
form of government based on the trichotomy of power vested in the legislature, judiciary and
executive representing the ideology of trinity and capitalism.
When, in the 20th century, mechanized agriculture societies were shaken by the industrial
revolution, the people started demanding that the intellectuals replace the old feudal lord-family
system of the colonial era and that elected public representatives determine the policies of the
government. Because the British Empire was unable to meet the demands of time, it was forced
to roll back to its foothold in England and, after fighting the two world wars, had to virtually
disappear from the global stage.
The US was able to utilize its vast natural resources to mechanize agriculture and promote
industrialization and soon started feeding the huge demand for consumer goods generated in the
world market of the 20th century. In the process, it became a global player of the industry
culture by adopting liberal democracy guaranteeing the freedom of religion to its citizenry and,
for this purpose, came up with the attractive slogan, for the believers, of IN GOD WE TRUST.
The time is now ripe for the transformation, in Muslim countries, of the system of governance in
such a way that the essence of government accords with the spirit of the Caliphate as it evolved
after the demise of the Prophet of Islam.
It bears repetition that the following four Caliphs belonged to, and represented, such major tribes
of the land as were well known for the profession/proficiency/specialty roughly corresponding
with today’s state institution indicated against each:
1. It may be recalled that when, during the renovation of the Kaaba, the chief of each tribe
staked his claim to the honour of placing the Hajr-e-Aswad in its intended position,
Prophet Muhammad resolved the matter by making the leaders of
four major tribes lift one corner each of a piece of cloth enveloped around Hajr-e-Aswad.
These were the tribes representing the institutions of justice, defence, trade and education
of the day and from them were drawn the individuals who led the Muslim Umma during
the first four Caliphates͘
WĂŐĞ ϱ ŽĨ ϭϱ
2. Honourable Abu Bakar Siddique, JUSTICE:
Though his father, Uthman Abu Quhafa, was still alive, he came to be recognized as chief
of his tribe Banu Tamim branch of the Quraysh tribe. He was assigned the office of
awarding blood money in cases of murder.
3. Honourable Umer Ibn-ul-Khatab, DEFENsE:
He was born in Mecca to the Banu Adi clan, which was responsible for arbitrations
among the tribes.
4. Honourable Uthman Ghani, COMMERCE:
He was born into the wealthy Umayyad (Banu Umayya) clan of the Quraysh. His father,
Affan, died young but left a large inheritance. He followed the same profession as his
father, and his business flourished, making him one of the richest men among the
Qurayshi tribe.
5. Honourable Ali Ibne Abu Talib, EDUCATION:
Whose tribe used to LOOK AFTER the Baitullah and its visitors. Being from
Prophet’s tribe, he became a source of education
What we need today is an up-gradation of that original Caliphate model by adding evolution of
time and space till to date, whereby the four institutions of justice, defence, Commerce and
education, evolved by election from the grass roots level upwards, will comprise the Executive
inured to the greatest happiness of the greatest number achieved in accordance with God’s word
revealed to the Prophet.

Since the prevailing social contract rooted in Industrial Culture and envisaging the trichotomy of
power (vested in the legislature, judiciary and executive evolved in polytheism supra system) has
been unable to cope with the phenomenal speed of time, the 21st Century expects mankind to
come up with a fresh power sharing arrangement compatible with the recently-unfolded IT
Culture. Therefore, a broad-based five-branch (Executive, Education, Commerce, Defense and
Judiciary) democratic dispensation is the only way out for a nation/country aspiring to global
leadership in the new century. Such a government will, in conformity with universal
requirements and observable phenomena of Nature, generate a fresh social contract to ensure the
happiness and growth of every individual, group, institution and (tier/level of) government/nation so
that a strong welfare state emerges to zealously safeguard the rights of every human being͘

The state will play only a supervisory role, regulating and promoting every aspect of life through
public institutions. All forms of discretionary authority will be abolished and the spontaneity of
individuals will, through planning, foresight and co-operation, be channelled into appropriate
institutions. Public institutions will be run with citizen input provided at all levels.
The State will support initiatives, triggered by different social forces, which will be directed to
those in most need. The Government will consist of four ministries which will be established
through the introduction of public controlled institutions intended for the welfare of the society
and citizens.
Accordingly, we require a complete decoding of the present system for new coding in
accordance with corporate culture. Each code should be in consonance with our ideology,
religion reservations, desired cultural impacts, country resources and economic opportunities.
Each code must also be compatible with the needs of present and future conditions. I am
available for any query or feedback for any national cause.
Best wishes for a prosperous PAKISTAN.
Yours Sincerely
SYED AMMAR BUKHARI

WĂŐĞ ϭ ŽĨ ϭϱ ˶Ϣϴ˶Σ͉ήϟ΍ ˶Ϧ Ի˴Ϥ˸Σ͉ήϟ΍ ˶ ͉ௌ ˶Ϣ˸δ˶Α Honorable Muhammad Nawaz Sharif October 4, 2013 Prime Minister of Islamic Republic of Pakistan Subject: REORGANIZATION OF THE SYSTEM OF LOCAL GOVERNMENT As was pointed out in my letter titled “solving issues by introducing sub-system into system and supra system” of June 7, 2013, thirty years of the prevailing electoral system have resulted in the division of the nation amongst half a dozen regional/linguistic political parties along with a number of pressure groups including terrorist organizations. This is evident from the capture, in the May, 2013 elections, of Punjab by the Punjabi-led PMLN, of Sindh by the Sindhi leadership of the PPP, of the KPK by an unholy alliance of PTI/JI and of Baluchistan, with the blessings of the PMLN, by a Baloch leader reflective, in most cases, of the self perpetuating interest of hereditary political parties. The PMLN, the PPP, the PTI, the MQM, the JUI and the ANP are essentially proprietary parties owned by a single person/family and neither are corruption, poverty and terrorism major issues for them, nor do they have any solution for such irritants. Their one-point agenda is to keep winning elections by hook or by crook and they are always prepared, for maintaining the electoral status quo, at the cost of nation, to join hands with any electable candidate and to guarantee him a share in the spoils of government. While, on the one hand, our political structure, based in the village and the town inherited from the British colonial period, reserves sovereign power for the feudal lords and the capitalists (and, by evil evolution, for strong militant groups), on the other, our society fiber is based on ISLAMIC IDELOGY evolved through the Masjid and the Madrisah. Your attention is, in this context, drawn to paras 4 & 5, reproduced below, of the Preamble to the 1973 constitution: Wherein the principles of democracy, freedom, equality, tolerance and social justice, as enunciated by Islam, shall be fully observed; Wherein the Muslims shall be enabled to order their lives in the individual and collective spheres in accordance with the teachings and requirements of Islam as set out in the Holy Quran and Sunnah.”
  • 2. WĂŐĞ Ϯ ŽĨ ϭϱ It need not be stated that the two kinds of principles are poles apart from each other, admitting little room to move forward with conflicting systems because moving forward requires, nay demands, compatibility of the political system with the societal fiber. As far as the role, over the menace of terrorism, of sovereign authority is concerned, you may like to seek guidance, in connection with the foregoing para-5 of the Preamble, to the following Quranic edict: O you have believed, obey Allah and obey the Messenger and those in authority among you. And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day. That is the best [way] and best in result.(4:59) You are authority, but majority dispute over electoral system. So as per Quranic edict we refer this case to Allah and His Rasool and ask you! 1. Please cite a Quranic/Sunnah edict which allows multiparty system in Muslim Ummah to govern the Muslim state. 2. Please cite a Quranic/Sunnah edict which confirms style of Government based on trichotomy of power (legislature, judiciary and executive). 3. Please cite a Quranic/Sunnah edict which allows a party or candidate to present Himself as the leader of Muslims and secure votes on the basis of hopes and Promises (which hopes turn out to be false and which promises are neither meant To be, nor are ever, fulfilled). The above questions about the status, in terms of the Holy Quran/Sunnah, of the current political practices have for some time been agitating many thinking minds in the Muslim Ummah: If, therefore, you could kindly ponder the same for a few minutes and provide a response,
  • 3. WĂŐĞ ϯ ŽĨ ϭϱ In the meantime, I will request you to please have a look at following proposal and use your good offices and join hands together to establish a national institutional style government like prophet tried to do as per Quranic edicts. Allah’s mercy is all embracing: Despair not: Seek it before it is too late. ͊άϟ΍ ˵ή˶ϔ˸ϐ˴ϳ ˴ ͉ௌ ͉ϥ˶· ‫ى‬ ˶ ͉ௌ ˶Δ˴Ϥ˸Σ͉έ Ϧ˶ϣ ΍Ϯ˵τ˴Ϩ˸Ϙ˴Η ˴ϻ ˸Ϣ˶Ϭ˶δ˵ϔϧ˴΃ Իϰ˴Ϡ˴ϋ ΍Ϯ˵ϓ˴ή˸γ˴΃ ˴Ϧϳ˶ά͉ϟ΍ ˴ϱ˶ΩΎ˴Β˶ϋ Ύ˴ϳ ˸Ϟ˵ϗϢϴ˶Σ͉ήϟ΍ ˵έϮ˵ϔ˴ϐ˸ϟ΍ ˴Ϯ˵ϫ ˵Ϫ͉ϧ˶· ‫ى‬ Ύ˱όϴ˶Ϥ˴Ο ˴ΏϮ˵ϧ˵ଉ Say, "O MY servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful."(39:53) ƌŽĂĚ ĂƐĞĚ ĞŵŽĐƌĂĐLJ ͬ/͘d͘ ƵůƚƵƌĞ ĨŽƌŵ ŽĨ 'ŽǀĞƌŶŵĞŶƚ The Caliphate evolved as a form of government through the monotheistic supra system in the tribal-cum-agriculture society when it was preparing to transform into a completely agriculture society. The achievement of economic growth and the introduction of systematic taxation and human rights endeared the caliphate to everyone, resulting in the disillusionment the world over with all other forms of government. As a result, the Muslim caliphs, amirs, sultans and rulers conquered major countries and continued to play a leading role in the world till the 18th century. Conditions in the 17th century required that the caliphate and agriculture society introduce reforms for the mechanization of agriculture and for the transformation, into professional institutions, of tribal trades and skills. What was desirable in the new century was that neither furniture should henceforth be made by carpenter families at their homes nor, similarly, agriculture tools designed by blacksmith families. Instead, the need of the time was that proper industries should be established for these and similar other purposes so that the production of goods and services was weaned away from the monopoly of the tribe and family. However, the Muslim rulers of the 17th century tried to block the evolution of modern industry and institutions inured to the benefit of the general public and, instead, continued to practice imperialism which was compatible neither with the evolving reality nor with the changing mentality of the time. As a result, the 19th century saw the demise of Muslim power from the world stage.
  • 4. WĂŐĞ ϰ ŽĨ ϭϱ At this time, the British kingship not only established, but also encouraged and promoted the emergence of industry and other institutions which enhanced the West’s role and prestige in the world at large and led to the emergence, through the polytheistic supra system, of the democratic form of government based on the trichotomy of power vested in the legislature, judiciary and executive representing the ideology of trinity and capitalism. When, in the 20th century, mechanized agriculture societies were shaken by the industrial revolution, the people started demanding that the intellectuals replace the old feudal lord-family system of the colonial era and that elected public representatives determine the policies of the government. Because the British Empire was unable to meet the demands of time, it was forced to roll back to its foothold in England and, after fighting the two world wars, had to virtually disappear from the global stage. The US was able to utilize its vast natural resources to mechanize agriculture and promote industrialization and soon started feeding the huge demand for consumer goods generated in the world market of the 20th century. In the process, it became a global player of the industry culture by adopting liberal democracy guaranteeing the freedom of religion to its citizenry and, for this purpose, came up with the attractive slogan, for the believers, of IN GOD WE TRUST. The time is now ripe for the transformation, in Muslim countries, of the system of governance in such a way that the essence of government accords with the spirit of the Caliphate as it evolved after the demise of the Prophet of Islam. It bears repetition that the following four Caliphs belonged to, and represented, such major tribes of the land as were well known for the profession/proficiency/specialty roughly corresponding with today’s state institution indicated against each: 1. It may be recalled that when, during the renovation of the Kaaba, the chief of each tribe staked his claim to the honour of placing the Hajr-e-Aswad in its intended position, Prophet Muhammad resolved the matter by making the leaders of four major tribes lift one corner each of a piece of cloth enveloped around Hajr-e-Aswad. These were the tribes representing the institutions of justice, defence, trade and education of the day and from them were drawn the individuals who led the Muslim Umma during the first four Caliphates͘
  • 5. WĂŐĞ ϱ ŽĨ ϭϱ 2. Honourable Abu Bakar Siddique, JUSTICE: Though his father, Uthman Abu Quhafa, was still alive, he came to be recognized as chief of his tribe Banu Tamim branch of the Quraysh tribe. He was assigned the office of awarding blood money in cases of murder. 3. Honourable Umer Ibn-ul-Khatab, DEFENsE: He was born in Mecca to the Banu Adi clan, which was responsible for arbitrations among the tribes. 4. Honourable Uthman Ghani, COMMERCE: He was born into the wealthy Umayyad (Banu Umayya) clan of the Quraysh. His father, Affan, died young but left a large inheritance. He followed the same profession as his father, and his business flourished, making him one of the richest men among the Qurayshi tribe. 5. Honourable Ali Ibne Abu Talib, EDUCATION: Whose tribe used to LOOK AFTER the Baitullah and its visitors. Being from Prophet’s tribe, he became a source of education What we need today is an up-gradation of that original Caliphate model by adding evolution of time and space till to date, whereby the four institutions of justice, defence, Commerce and education, evolved by election from the grass roots level upwards, will comprise the Executive inured to the greatest happiness of the greatest number achieved in accordance with God’s word revealed to the Prophet. dŝŵĞ ĚĞŵĂŶĚƐ EĂƚŝŽŶĂů /ŶƐƚŝƚƵƚŝŽŶĂů 'ŽǀĞƌŶŵĞŶƚ Ɛ /͘d͘ hdhZ KZD K 'KsZEDEd Since the prevailing social contract rooted in Industrial Culture and envisaging the trichotomy of power (vested in the legislature, judiciary and executive evolved in polytheism supra system) has been unable to cope with the phenomenal speed of time, the 21st Century expects mankind to come up with a fresh power sharing arrangement compatible with the recently-unfolded IT Culture. Therefore, a broad-based five-branch (Executive, Education, Commerce, Defense and Judiciary) democratic dispensation is the only way out for a nation/country aspiring to global leadership in the new century. Such a government will, in conformity with universal requirements and observable phenomena of Nature, generate a fresh social contract to ensure the happiness and growth of every individual, group, institution and (tier/level of) government/nation so that a strong welfare state emerges to zealously safeguard the rights of every human being͘
  • 6. WĂŐĞ ϲ ŽĨ ϭϱ ůĞĐƚŽƌĂů WƌŽƉŽƐĂů Following proposed electoral system is compatible with suprasystem and systems for evolution of sub-systems in our society fiber.
  • 14. WĂŐĞ ϭϱ ŽĨ ϭϱ ^D Zd 'KsZEDEd The state will play only a supervisory role, regulating and promoting every aspect of life through public institutions. All forms of discretionary authority will be abolished and the spontaneity of individuals will, through planning, foresight and co-operation, be channelled into appropriate institutions. Public institutions will be run with citizen input provided at all levels. The State will support initiatives, triggered by different social forces, which will be directed to those in most need. The Government will consist of four ministries which will be established through the introduction of public controlled institutions intended for the welfare of the society and citizens. Accordingly, we require a complete decoding of the present system for new coding in accordance with corporate culture. Each code should be in consonance with our ideology, religion reservations, desired cultural impacts, country resources and economic opportunities. Each code must also be compatible with the needs of present and future conditions. I am available for any query or feedback for any national cause. Best wishes for a prosperous PAKISTAN.
