Loved ones at Van Duyn say they hope that the center's newly released action plan is more than "talk." The center announced a comprehensive action plan Tuesday to "enhance resident experience and satisfaction."

It is broken down into three parts: improving communication, staffing, and creating a culture of compassion and enhancement of quality of life. The facility said it will hire 50 new full-time employees in the nursing department, hold mandatory compassionate care training, and hire an executive-level team member focused solely on improving quality of life.

A woman who wishes to remain anonymous says her husband has been at Van Duyn since last May. She says the center has promised changes before and nothing has happened. She hopes this time is different.

"But I'm hoping, I really am -- I'm trying to look on the bright side and hoping that the new administrator and that whoever else is in charge with this new person will do a lot better," said the woman.

Earlier this month, the center hired an interim administrator amid the ongoing allegations of neglect, abuse and under-staffing.
