Mission Statement Philadelphia College of Osteopathic Medicine is dedicated to the education of students in medicine, health and behavioral sciences. The College fosters the growth of the osteopathic profession by training physicians through programs of study guided by osteopathic medical tradition, concept and practice. Philadelphia College of Osteopathic Medicine is committed to the advancement of knowledge and intellectual growth through teaching and research, and to the well-being of the community through leadership and service.

Chair & President’s Message Of late, professional, state and federal bodies have been calling for greater accountability and transparency in higher education with emphasis on institutional effectiveness and student learning outcomes. Philadelphia College of Osteopathic Medicine (PCOM) is proud to be on the leading edge of these calls, as its self-assessment has been ongoing for many years, preceding external pressures. Through its Mission and guiding Strategic Plan, PCOM has always been a learning institution in the truest sense—continually discovering what we do best, finding the means to continually improve and evaluating and reevaluating our effectiveness. From our visions, come our outcomes. Our approach to quality assurance has extended to the growth of sustainability initiatives in our campus operations and a strengthening of our security, emergency preparedness and crisis management practices. It has allowed us to take bold steps to suppress rates of tuition increase and to expand need-based scholarship aid for our students. And it has renewed our commitment to build and sustain collaborative relationships and strategic partnerships with institutions and organizations that form a strong infrastructure of support for our programs in Pennsylvania and Georgia. All of these endeavors flourish in a climate of respect and collegiality that is PCOM’s hallmark. We thank every member of our community for continuing commitment to PCOM. Outcomes Indicators for Academic Programs As a facet of its Strategic Plan and prior to the Spellings Commission’s call for greater accountability and transparency of academic measures in higher education, PCOM has embarked on an effort to create and implement College- and program-wide assessment reports through the use of a variety of assessments and outcomes indicators.

D A S H B O A R D I N D I C AT O R S : A B A S E L I N E T O I N F O R M I N S T I T U T I O N A L A C C O U N TA B I L I T Y Akin to the dashboard gauges of an automobile that reflect the car’s performance and operational ranges at a glance, dashboard indicators, visual models of progress measured against appropriate benchmarks, help to monitor the collective operations of the College. Such assessment tools provide a multimodal approach to analyzing data and report on a combination of outcomes-based information such as enrollment and retention, student perceptions, student learning, degree completion, board exam scores, pass rates on licensure examinations, internship acceptance rates, employer surveys, and post-graduation achievements. These indicators stress the inherent interrelationships between evaluation and program implementation, determining whether specific academic program initiatives are having the impact intended, whether desired outcomes are being met or whether there are any unexpected developments. Data collected can also form the basis for a summative evaluation conducted at a future date.

“Updated annually, these assessments are excellent qualitative and quantitative indicators of our DO and graduate programs’ effectiveness,” reports Robert G. Cuzzolino, EdD, vice president for graduate programs and planning. “They help to identify strengths and weaknesses in student achievement, and they illustrate how well our students are acquiring competencies in relation to their academic programs. As such, they provide quality assurance for our institution.” Robert A. DiTomasso, PhD, chair, department of psychology, and chair of the Student Learning Outcomes Committee, was among the first to use dashboard indicators at the College for the psychology graduate programs in 1999 during preparation for American Psychological Association accreditation. “Dashboard indicators determine the impact of our teaching and curriculum strategies at various stages. Our measures are obtained at the time of student program entry, during program learning, and at program completion and beyond. Each of our programs has specific goals and objectives; by measuring ongoing progress, faculty and staff can eliminate the risk of waiting until students have experienced an entire program to assess likely outcomes.” For example, some of the data Dr. DiTomasso has collected has been used to hone the clinical psychology doctoral program. “Among our findings was a recommendation to move the research sequence into the first year of study to enable students to begin their theses projects earlier, thus reducing the time and expense it takes to complete the program.”

PCOM’s enhanced assessments support appraisal workflow management and accreditation compliance. Outcomes indicators allow senior administrators and program directors to view appraisals and see where specific academic areas are in the review process. Such assessments allow the College to determine top competencies and trends across the institution to provide quality assurance.

C O M L E X C O M PA R I S O N S T U D Y

An internal study of COMLEX I scores has resulted in the development of a unique criteria model for identifying the characteristics that differentiate the academic performance of osteopathic medical students who pass the exam versus those who fail on the first attempt. The six-step model outlines a profile of risk factors for COMLEX difficulty. In application, it is an evidence-based approach for the admissions process, assisting in more subjective screenings of candidates. Likewise, it can inform the development of an early identification system and additional support for students.

Sustainability Initiatives & Safe Campus Environments Institutions of higher learning are in a unique position to instill environmental stewardship and campus safety practices. PCOM is dedicated—through its Mission—to the advancement of sustainable practices in its campus operations. It has also increased its focus on strengthening security on its campuses, emergency preparedness, and crisis management.

REEXAMINING PRACTICES IN EMERGENCY MANAGEMENT In the aftermath of the Virginia Tech tragedy, in which a student killed 32 people and then turned a gun on himself, leaders of higher educational institutions have been impelled to reexamine their crisis preparedness efforts. In 2007, PCOM implemented e2Campus messaging, a Web-based mass notification service. It was termed “P.E.N.S.,” short for the PCOM Emergency Notification System. The alert system has the capacity to send a message simultaneously to subscribers’ mobile phones, e-mail addresses and/or telephone voice mailboxes. Seventy-six percent of students, faculty and staff on the PCOM and GA–PCOM campuses are enrolled in P.E.N.S. As of fall 2008, all new students were required to create an account during orientation. In addition, state-of-the-art security surveillance systems have been enhanced on the Philadelphia and Georgia campuses as well as at the PCOM Healthcare Center facilities. Other advanced measures include increased police presence on the Philadelphia campus, forthcoming in-house supervision of PCOM and GA–PCOM security staff, installation of public annunciator systems outside all campus buildings, and remote lock-down capabilities for campus sites.

“You never know what the crisis situation is going to be,” notes Richard Kralle, director, security and public safety, who leads a campus team on emergency preparedness. “Organized action—from disaster preparedness through mitigation, response and recovery—is the strongest line of defense in an emergency incident. PCOM is committed to protecting the health and safety of all students, staff, faculty and visitors at all College facilities.” A PCOM Emergency Preparedness Plan establishes a guide for College personnel responders, outlining procedures for encountered situations as well as campus evacuation maps and lists of local and federal resources. A comprehensive Crisis Communications Plan delineates protocols for ensuring that appropriate notification is made during and after public safety emergencies or issue crises. The plan emphasizes prompt communication by senior officials and response team leaders within the College and among the College, the media and the public. “By being proactive with our plan—and reviewing it annually with key administrators and responders—we hope to improve awareness of urgent communications,” remarks Wendy Romano, director, marketing and communications.

Since 2006, PCOM’s Department of Plant Operations, led by Frank H. Windle, director, plant operations, has been evaluating College facilities and energy usage. Among their savings initiatives has been the implementation of a unique plan for peak demand energy times—deploying an auxiliary generator and bidding load reduction capabilities real-time on the open market. In 2007-2008, these two initiatives saved the College $50,000. A dual-fuel usage plan, embracing alternative fuels and blended fuels, has likewise resulted in cost savings: $150,000 in 2007-2008.

As of this fall, the College is engaged in a survey of its existing condition that will lead to the development of a master sustainability plan, a concerted process to reduce PCOM’s impact on the environment. The Institutional environmental Safety and Health Committee, a College-wide task force, is working to develop the action plan in collaboration with the community. The College presently promotes environmental awareness through its continuous expansion of a recycling program that includes plastic, aluminum and printer cartridge recycling in addition to paper product recycling. Over 6,500 pounds of recycling waste collection is projected for this fiscal year.

Suppressing Tuition Increases Through its Strategic Plan, PCOM has taken bold action to suppress rates of tuition increase and to expand need-based scholarship, grant programs and lender aid in order to reduce student indebtedness. For the past five years, osteopathic medical students have experienced a reduction in the percentage of tuition increases.

FOCUS U PON ACCESS AN D AFFOR DAB I LITY Medical student debt is threatening to become untenable for young physicians. According to a recent report published by the American Association of Medical Colleges, it is estimated that over 86 percent of graduates carry educational debt. Forty-one percent of students with educational debt report the principle in excess of $150,000; a minority report debts as high as $350,000. “Of the many challenges we face today, none is more important than tuition increase suppression and relief,” says Matthew Schure, PhD, president and CEO. “We have set the focus of our Strategic Plan toward this cause, and for the past five years our osteopathic medical students have experienced a reduction in the percentage of tuition increases. It is paramount that our students retain the freedom to fulfill their professional aspirations rather than make career choices based on their debt levels.” Need-based aid is at the highest level in the College’s history. Nearly 60 percent of PCOM medical students receive funding from College scholarships, supplemental scholarships and grants, graduate fellowships, and private lender programs, filling the shortfall between the amount of money students receive from federally funded programs and the cost of tuition. PCOM’s Board of Trustees has pledged its commitment to further student debt reduction by allocating the investment proceeds from the College’s recent land sale to need-based grants.

“We continue to pursue ways to make sure PCOM’s doors are open to students of talent and promise, whatever their financial means,” remarks Dr. Schure. In addition, The Fund for PCOM, a reliable $1 million unrestricted annual fund, supports direct operational costs for enhanced programming. The Fund is supported by 19 percent of PCOM alumni, 51 percent of faculty and staff, 100 percent of trustees and 100 percent of the Alumni Association directors. “The Fund for PCOM allows us to enhance our academic and administrative programming while preserving a minimal tuition increase each year,” states Florence Zeller, MPA, CFRE, vice president for alumni relations and development. The Fund is disbursed on a current-use basis to meet some of the College’s most vital initiatives: strengthening clinical and graduate medical education programs, sustaining groundbreaking research studies, adding faculty resources, acquiring advanced simulator training technologies, and implementing a conversion to electronic medical records in the PCOM Healthcare Centers.

SCHOOL AS LE N DE R SCHOLARS H I P PROG RAM

The PCOM Federal Stafford Loan Program, offered through KeystoneBest, generated funds for the School as Lender Scholarship for five years beginning in 2004-2005. The program presented benefits to both students and the institution, as it was designed to offer students the most affordable Federal Stafford Loans available in the Commonwealth of Pennsylvania. At the same time, the loans provided substantial scholarship funds for the College. Recipients were selected based on institutional need and the availability of funds. In the academic year ending in June, 565 students received grants from the scholarship fund for a total of $2,379 million. While market conditions temporarily caused suspension of the program, the recently reauthorized Higher Education Act allows the program to continue.

Instituted by the Board of Trustees, this new challenge grant program requires the class as a group to raise a minimum of $10,000. Once this minimum is met, each additional dollar is matched by the Board, up to $100,000. When total funds raised reach $50,000, a scholarship, named in honor of the class, is established. The Class of 1958 was the first to meet the challenge grant, endowing a scholarship that currently totals $111,146.

Collaborative Relationships & Strategic Partnerships PCOM is committed to building and sustaining collaborative relationships and strategic partnerships with institutions and organizations that form an infrastructure for support of medical education and graduate education programs. Such relationships secure competitiveness and long-term success.

STE M M I N G TH E TI D E O F P HYS I C IAN S H O RTAG E S Numerous studies have predicted that U.S. physician workforce levels are not sufficient to meet the increase in demand for services that will result from aging and chronically ill populations. By the year 2020, this growing shortage could exceed 85,000 physicians, according to a recent study released by the Council on Graduate Medical Education. Some experts have projected a shortfall as high as 200,000. To make up for the projected deficit, the American Medical Association has committed to “work to develop mechanisms, including identification of funding sources, to create medical school and residency positions in or adjacent to physician shortage/underserved areas and in undersupplied specialties.” “We all must be concerned with the potential endangerment of patient access to health care, the affordability of care and the quality of care,” notes Kenneth J. Veit, DO ’76, MBA, senior vice president for academic affairs and dean. “PCOM has been on the leading edge of addressing physician workforce needs in Pennsylvania, and now in Georgia and the South through its branch campus.” Because of admissions increases at many medical schools, graduate training opportunities are often disjointed. Yet, countering this popular trend, PCOM retains students in Pennsylvania by exposing them to and matching them into internships and residencies in a consortium of affiliated hospitals known as PCOM MedNET. “Strong hospital systems within PCOM MedNET appeal to many of our best and brightest young physicians,” notes Richard A. Pascucci, DO ’75, vice dean for clinical education and executive director, PCOM MedNET.

More than 60 percent of the osteopathic medical class of 2008 has opted to remain in the Commonwealth for graduate medical education. And over 100 of these graduates have selected a PCOM MedNET partner at which to continue their education. Their selected disciplines include those areas of greatest need: family medicine, internal medicine, pediatrics and obstetrics/gynecology. “The aim is to equip our interns and residents with the knowledge, skills and values necessary to provide high-quality medical care. Their training experiences reinforce their professional ties in Pennsylvania, and oftentimes present them with practice opportunities that are close to home, family and friends,” says Dr. Pascucci. In fact, PCOM provides the Commonwealth with more physicians than any other medical school. Approximately 2,400 alumni practice in 64 counties throughout Pennsylvania— including many disadvantaged communities in urban and rural areas. PCOM is also playing a role in the creation of new residencies in Georgia through a collaborative effort with the Georgia Physician Workforce Investment Board as well as advocacy efforts at the state and federal levels. As the College prepares to graduate its first osteopathic medical class from the Georgia campus, it recognizes the importance of graduate training opportunities in fulfilling its mission of educating physicians for service in the South.

J O I N T - D E G R E E C O L L A B O R AT I O N S

Among PCOM’s five joint-degree collaborations is a novel partnership with Brenau University, Gainesville, Georgia. In July 2008, PCOM and Brenau co-constructed a five-year accelerated BS/MS degree in physician assistant studies. Students will complete a three-year specialized pre-professional program at Brenau and then relocate to Philadelphia to complete classroom-based study in PCOM’s physician assistant program. For the fifth year of the combined program, students will return to Georgia for clinical education at Georgia-based institutions. The affiliation may ultimately create spots for 15 Brenau students each year.

C O M M U N I T Y S E R V I C E R E L AT I O N S H I P S

Bridging the Gaps: Community Health Internship Program links the training of health and social service professionals with the provision of health-related services and patient advocacy for underserved and economically disadvantaged populations. At PCOM, the program is a seven-week learning experience available to DO students. In 2007-2008, PCOM students served community sites including Bartram Beacon; Congreso de Latinos Unidos, Inc.; Covenant House Pennsylvania; Intercommunity Action, Inc.; New Directions for Women, Inc.; and Philadelphia Veterans Multi-Service and Education Center.

Reaching this milestone, the College can continue to rely on supportive alumni and friends to fund critical needs. These funds, totaling $1,031,771, build teaching, research and student services while allowing the College to sustain minimal tuition increases. INCREASE IN LEADERSHIP SUPPORT REFLECTS PRIDE IN PCOM

Richard Koch, DO ’38, 1988 recipient of the O.J. Snyder Memorial Medal, made an unrestricted gift of $61,000 in memory of family and friends and in honor of his 70th year Reunion.

The Hassman Family Scholarship was completed by a gift of $27,000 from Howard Hassman, DO ’83. Harvey and Maddy Rovinsky, owners of Bernie Robbins Fine Jewelry, and parents of Julia Ann Rovinsky, a clinical psychology student, made a pledge of $25,000 to support the Department of Psychology’s Friday lecture series. The College has renamed the series the Rovinsky Family Lectureship in honor of this gift. Mr. Rovinsky also contributed a piece of jewelry from the Bernie Robbins collection to the PCOM Golf Classic.

The Zedeck Family Foundation, under the leadership of Murray Zedeck, DO ’62, continues to support the College’s Unrestricted Annual Fund with a gift of $100,000, towards its $500,000 pledge. Faculty and staff of the College made pledges and gifts totaling $99,055 to support the Unrestricted Annual Fund and other College initiatives. PCOM’s Board of Trustees supported the Unrestricted Annual Fund with gifts of $185,000, and provided an additional $119,000 to other programs and scholarships.

Carol Ware Gates, granddaughter of the late C. Paul Snyder, DO ’10, awarded a $20,930 grant from the Marian S. Ware Charitable Lead Annuity Trust to support fibromyalgia research in PCOM’s Human Performance and Biomechanics Laboratory.

For the first time, the Alumni Association of PCOM Board of Directors reached 100 percent participation in Unrestricted Annual Fund giving.

In addition, the College was honored with gifts of $10,000 to $25,000 from these President’s Fellows:

Trustee John Kearney and his wife, Lois, continued to support the scholarship they endowed, the John D. Kearney Memorial Scholarship, and pledged an additional $50,000 to bring the scholarship to a total of $300,000. The Kearney family established the scholarship in memory of their son who died while trying to rescue a fellow first-year DO student who had fallen from the edge of a canyon trail in Sedona, Arizona.

Through a new 50-Year Class Scholarship Challenge established by the PCOM Board of Trustees, the Class of 1958 endowed the Class of 1958 Scholarship with gifts and matching funds totaling $111,146. Michael Holt, DO ’58, contributed $25,000 of this amount, and Leonard M. Popowich, DO ’58, contributed $10,000 to the new scholarship.

The annual phonathon continues to be a critical source of financial aid for osteopathic medical students. The week-long phonathon and follow-up mail campaign raised almost $180,000 for the DO scholarship fund. Half of the contributions were immediately earmarked as financial aid grants; the other half was deposited into the DO Student Scholarship Trust Fund. Nearly $170,000 in DO student scholarships was distributed this year. P C O M G O LF C L AS S I C

The 2007 Golf Classic, held at Aronimink Golf Club in Newtown Square, Pennsylvania, netted more than $100,000 for the five PCOM Healthcare Centers that provide care for underserved communities in urban Philadelphia and rural Sullivan County. This year, the proceeds are supporting a new administrative position. The coordinator of human health resources will assist patients in the Philadelphia Healthcare Centers.

Class of 1958 Scholarship Fund

Robert D. Gober, DO ’78, challenged his class to reach 100 percent participation in annual giving to celebrate their 30-year reunion. He matched all gifts up to $100 and made an honorary donation for those who could not contribute. Including Dr. Gober’s gift of $31,000, the Class of 1978 not only reached the highest participation rate (35 percent) of all the five-year reunion classes supporting the Unrestricted Annual Fund, but they also raised the most—$90,143. The total amount contributed to all funds from 36 percent of the class was $103,937.

Andrew Taylor Still Legacy Society Named in honor of the “father of osteopathic medicine,” PCOM’s Andrew Taylor Still Legacy Society recognizes those who have made gift provisions for the College in their estate plans. The simplest and most common planned gift is through a will or bequest; however, there are several estate plan vehicles. Each is as unique as the donor—often enabling donors to contribute more than they thought possible and to enjoy the satisfaction of giving while increasing their personal tax refund or reducing taxes they would otherwise owe come April 15. CLASS OF 1958 SCHOLARSHIP

The Class of 1958 was the first class to meet a new Reunion challenge grant program instituted by the Board of Trustees. The class raised $60,000 to endow a scholarship; the board matched $50,000 of their funds, bringing the Class of 1958 Scholarship to $110,000. The new scholarship is also eligible for the Trustee Supplemental Grant program, providing an additional $3,000 to the student recipient each year. Michael J. Financial Overview Combined financial results in fiscal 2008 for Philadelphia College of Osteopathic Medicine were varied. Net assets from operations contributed $16 million while net assets from non-operating activities declined $12 million. Contributing to the non-operating declines was a 2.9 percent loss on financial market returns and the liquidation of the PCOM Defined Benefit Pension Plan. The College maintained its strong total assets balance of $265 million, and net assets increased 2 percent to $193 million. Georgia Campus – PCOM has enrolled its fourth class of osteopathic medical students and will graduate its first DO class in May 2009. Operating as a division of PCOM, GA–PCOM has helped to create operational efficiencies to keep tuition costs lower for students in both locations. While the operations of PCOM Student Loan, LLC., were suspended in May 2008 as a result of the new market conditions, the program awarded approximately $2.7 million in scholarships in fiscal 2008. The program generated $2.9 million in fiscal 2008 to award in the new academic year, before it is closed. PCOM continues its strong relationship with the Commonwealth of Pennsylvania receiving support via non-preferred appropriations.
